You cannot do subsidised PM Surya Ghar jobs until you are an empanelled vendor. This is the gate to the whole pipeline — and it is mostly paperwork plus a bank guarantee. Get the document set and the PBG right the first time and you are approved in a couple of weeks.

What PM Surya Ghar vendor registration is

Vendor registration is how an EPC becomes an empanelled installer the government lists for homeowners to choose. A homeowner applies on the National Portal, sees the registered vendors for their area, and picks one. If you are not on that list, you cannot take the subsidised work.

Registration has two layers: you register your firm on the National Portal, and you are empanelled by the DISCOM (your state's electricity distribution company) that actually runs the scheme on the ground. Both must be in place before you appear in the consumer search.

The three registration scopes

Your first decision is how wide you want to operate. The scope sets your Performance Bank Guarantee and where you register.

Single-state, multi-state, or all-India?

A single-state vendor submits a ₹2.5 lakh PBG and registers with that state's DISCOM — the right start for most local EPCs. A multi-state vendor submits ₹2.5 lakh per state (so two states means ₹5 lakh) and registers in each. An all-India vendor submits a single ₹25 lakh PBG through REC Limited, the national registering authority, to work anywhere.

Pick the smallest scope that fits your plan

You can add states later, so start narrow. A ₹25 lakh all-India guarantee only makes sense if you genuinely install across many states; for two or three nearby states, per-state PBGs are usually cheaper to fund. Match the scope to where you can actually send a crew.

The Performance Bank Guarantee

The Performance Bank Guarantee (PBG) is a bank guarantee the DISCOM can claim if you do poor work or fail to deliver. It is ₹2.5 lakh per state or ₹25 lakh all-India, and it is valid for five years. Treat it as a quality bond, not a paperwork fee — a DISCOM can forfeit it when it blacklists a vendor.

Once your documents and PBG are ready, registration is a short online process. Here is the flow from start to approval.

Enter PAN & organisation details

Start on the National Portal vendor section. Enter the firm PAN, name, type and contact, then verify by OTP.

Choose your operating states & districts

Select where you will work. This controls where you appear in the consumer vendor-search list, so pick only DISCOM areas you can actually serve.

Attach every document from the checklist above. Scans must be clear and current — expired licences are a common reason a file is sent back.

Registration on the portal is free — there is no vendor fee. Your real costs are two: funding the PBG at your bank, and keeping at least three trained technicians on staff. Anyone charging you a "registration fee" for the portal is selling a service you do not need.
