PM Surya Ghar in Odisha: DISCOM empanelment and EPC process

The 2026 playbook for installers working across Odisha's four Tata-Power DISCOMs — TPCODL, TPWODL, TPNODL and TPSODL — with empanelment, net metering, subsidy and market notes.

TL;DR for Odisha EPCs
  • Odisha has four DISCOMs, all run by Tata Power: TPCODL, TPWODL, TPNODL, TPSODL.
  • You empanel with the DISCOM for the districts you serve — it is per-DISCOM, not portable.
  • Register free on the National Portal, then add a PBG (₹2.5L estimate — verify).
  • The central subsidy caps at ₹78,000 at 3 kW and above, paid to the customer by DBT.
  • Any Odisha state top-up is an estimate — verify with the state nodal agency / DISCOM.

PM Surya Ghar in Odisha runs through four Tata-Power-managed distribution companies, so the first job for any EPC is to know which DISCOM covers your district and empanel there. This guide walks through the DISCOMs, the empanelment file, net metering and the subsidy — and flags every state-specific figure as an estimate to verify.

PM Surya Ghar in Odisha at a glance

PM Surya Ghar in Odisha is the same national rooftop solar scheme delivered through state distribution companies. The central subsidy, document rules and Performance Bank Guarantee come from the national scheme, while the DISCOM handles empanelment, feasibility, net metering and inspection on the ground. Odisha is unusual because all four of its distribution circles are run by Tata Power under long-term licences.

For an installer, that means the process is consistent across the state, but you still empanel per-DISCOM. A vendor approved for TPCODL districts does not automatically appear for TPWODL customers. Plan your empanelment around the districts you can actually send a crew to.

The four Odisha DISCOMs and who they cover

Odisha's grid is split into four geographic circles, each managed by a Tata-Power entity. Use the table below to find the DISCOM for your area. Names and exact territories can change, so confirm the current map with the Odisha DISCOMs before you apply.

TPCODL
TP Central Odisha Distribution Ltd · Bhubaneswar, Cuttack, central districts
TPWODL
TP Western Odisha Distribution Ltd · Sambalpur, Burla and the western belt
TPNODL
TP Northern Odisha Distribution Ltd · Balasore, Bhadrak and the northern belt
TPSODL
TP Southern Odisha Distribution Ltd · Berhampur, Rayagada and the southern belt

Territories are an estimate — verify with the Odisha DISCOMs.

How empanelment works in Odisha

Empanelment in Odisha follows the national two-layer pattern: you register your firm on the National Portal, then the DISCOM empanels you for the districts you serve. Because all four DISCOMs share a Tata Power back-end, the document set is usually similar across them, but you still apply for each circle you want to cover.

1

Register your firm on the National Portal

Enter your firm PAN, GST and contact details on pmsuryaghar.gov.in and verify by OTP. This is the national layer, common to every state.

2

Select Odisha and your DISCOM areas

Pick the districts you can serve across TPCODL, TPWODL, TPNODL or TPSODL. You only appear in the consumer search for the areas you select.

3

Upload documents and the PBG

Attach your contractor licence, trained-staff proof and a ₹2.5 lakh Performance Bank Guarantee (estimate — verify the current amount and format).

4

DISCOM review and empanelment

The relevant Tata-Power DISCOM checks your file and PBG, then empanels you for the areas you chose. Empanelment is per-DISCOM and not portable.

Empanelment is per-DISCOM, not portable

This is the single rule installers forget. Being empanelled with TPCODL does not let you take subsidised jobs in a TPNODL district. If you want to work across the state, empanel with each relevant DISCOM. Our DISCOM empanelment guide explains the portability rule across India in detail.

Documents and the Performance Bank Guarantee

The document set for Odisha is the standard national list. Have your firm PAN, GST certificate, incorporation or partnership proof, a valid electrical contractor licence, a cancelled cheque, proof of at least three Suryamitra or SCGJ-trained technicians, and the Performance Bank Guarantee ready before you start.

The PBG amount

The single-state PBG is commonly ₹2.5 lakh, valid for five years, but the exact amount and the accepted format can vary, so treat the figure as an estimate and verify the current PBG with your Odisha DISCOM. A multi-state EPC carries ₹2.5 lakh per state, and an all-India vendor submits one ₹25 lakh PBG through REC Limited. The portal registration itself is free — nobody should charge you a portal fee. See our vendor registration guide for the full document walk-through.

Net metering in Odisha

Net metering in Odisha is applied for through the DISCOM after the rooftop system is installed and ready for inspection. Systems up to 10 kW carry deemed feasibility under the Electricity (Rights of Consumers) Rules 2020, which means the DISCOM cannot reject a small residential connection on capacity grounds without due process.

What to confirm before you quote

Net-metering limits, the meter-supply route and the settlement period are set by the state regulator and can change. Confirm the current net-metering policy and any transformer-loading caps with your Odisha DISCOM before you promise a customer a specific export arrangement. For the general flow, our net metering process guide covers the steps that apply in every state.

Subsidy and any state top-up

The central PM Surya Ghar subsidy in Odisha is the same as everywhere: ₹30,000 per kW up to 2 kW plus ₹18,000 for the third kW, capping at ₹78,000 for systems of 3 kW and above. The subsidy is calculated on the MNRE benchmark cost, not your quote, and is paid directly to the customer's bank account by DBT after commissioning and net-meter installation.

State top-up — treat as an estimate

Some states add a top-up over the central subsidy, but any Odisha state top-up can change from year to year and may not be active in the current financial year. Do not quote a state top-up figure to a customer without checking it. Verify the current amount with the Odisha state nodal agency or your DISCOM first. For how central and state amounts stack, see central CFA vs state top-up stacking.

Market context for Odisha installers

Odisha has strong solar irradiation and a growing residential rooftop base around Bhubaneswar, Cuttack and the larger towns of the western and southern belts. Demand is mixed: urban households chasing bill savings, plus rural and semi-urban customers who value reliability during long summer load. The single-operator DISCOM structure can make process more consistent than in states with many distribution companies.

The practical takeaway for an EPC is that a clean, repeatable process matters more than volume of leads. Disbursement is commonly quoted at 15 to 30 days after the commissioning certificate in theory, but field experience often runs 30 to 90 days or more — treat these as estimates and plan your cash flow accordingly.

Common mistakes Odisha EPCs make

Most problems in Odisha are the same documentation problems seen everywhere, plus a few specific to the four-DISCOM map.

  • Empanelling with the wrong DISCOM — confirm which circle covers the customer's address first.
  • Name mismatch across Aadhaar, electricity bill and bank — this is the number-one DBT failure nationally.
  • Quoting an unverified state top-up — never promise a top-up you have not confirmed this financial year.
  • Expired contractor licence — renew before applying; DISCOMs check the date.
  • Promising net-metering terms early — confirm the export policy with the DISCOM before you commit.

How SuryaHub helps EPCs working across Odisha

Working four DISCOMs means four sets of logins, documents, PBGs and net-metering steps. SuryaHub keeps every Odisha DISCOM login, document set, PBG and renewal date in one place, and runs each job from lead through DISCOM and net-metering steps to subsidy-claim tracking — so nothing that gates the subsidy slips between circles. SuryaHub is pre-revenue; real pilots are Suryantra Energy and RGESPL, and figures here are scheme facts, not guarantees.
