Scheme and components
PM-KUSUM stands for Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan. It is the central
agriculture-solar scheme, and it has three components.
Component A, B and C
- Component A — decentralised ground-mounted plants, often 0.5–2 MW, on farmer or barren land, selling power to the DISCOM at a fixed tariff.
- Component B — standalone off-grid solar pumps for farms with no grid line, sized in HP.
- Component C — solarising existing grid-connected farm pumps. C1 is a single pump; C2 is a whole agricultural feeder.

Bodies and roles
Three bodies do most of the work in PM-KUSUM, and an EPC deals with all three.
MNRE, SNA and DISCOM
MNRE (Ministry of New & Renewable Energy) owns the scheme and sets the rules and
the central money. The SNA (State Nodal Agency) — such as MEDA, GEDA or RRECL —
runs it on the ground, issues tenders and empanels EPCs. The DISCOM (distribution
company) buys the power, signs the PPA and pays for it. For the full list, see the

Tender and bid terms
These are the words you meet from the day a tender opens to the day you get the award.
RfS, EMD, LoA, L1 and corrigendum
The RfS (Request for Selection) is the tender document that invites bids. You
submit an EMD (Earnest Money Deposit, refundable) to bid. The
L1 (lowest evaluated) bidder usually wins, and gets an LoA
(Letter of Award). A corrigendum is an official change to the live tender — read
every one. EMD amounts vary per tender, so verify them with the live tender.
Money and guarantees
PM-KUSUM money flows three ways, and two guarantees protect the buyer.
CFA, state share, EMD, PBG and LD
Funding is broadly CFA (Central Financial Assistance from MNRE) plus the
state share plus the farmer share. The split varies by
component, state and category, so verify it with the SNA or the latest MNRE order. After you win,
you post a PBG (Performance Bank Guarantee) the buyer can claim if you
under-deliver, and you risk LD (Liquidated Damages) for late delivery. See

Technical and compliance terms

HP, USPC, DCR, ALMM and BoS
Pumps are sized in HP (3/5/7.5/10 HP are common). Every pump uses a
USPC (Universal Solar Pump Controller) under the MNRE specification.
DCR (Domestic Content Requirement) and ALMM (Approved List of
Models & Manufacturers) control where modules and cells come from — both are volatile, so confirm
against the latest MNRE office memorandum. BoS (Balance of System) is everything
else: wiring, mounting and protection. See
