ALMM, DCR and net-metering in Maharashtra (MSEDCL)

How ALMM List-I and DCR gate MSEDCL net metering and PM Surya Ghar jobs — with the MERC rules, capacity caps and state-subsidy points every Maharashtra EPC must verify.

TL;DR for Maharashtra EPCs
  • In Maharashtra the DISCOM is MSEDCL and the regulator is MERC.
  • MSEDCL net metering generally needs an ALMM List-I module.
  • DCR modules are needed for subsidy jobs like PM Surya Ghar residential.
  • The List-II cell mandate (~Jun 2026) is litigated — confirm if it was deferred.
  • MERC and MSEDCL figures change — verify against the current MERC regulation and MSEDCL circular.

If you install solar in Maharashtra, MSEDCL net metering, ALMM and DCR decide whether your job gets approved or stuck. MSEDCL (Maharashtra State Electricity Distribution Co. Ltd) runs the connection, and MERC (Maharashtra Electricity Regulatory Commission) writes the net-metering rules MSEDCL follows. This guide is for Maharashtra EPCs and installers, not homeowners.

ALMM and DCR are national MNRE rules, but how they bite depends on the state DISCOM and its inspection. We name both MSEDCL and MERC throughout. State figures — capacity caps, timelines and any state subsidy — update on their own schedule, so we label them to verify against the current MERC regulation or MSEDCL circular.

Does MSEDCL net metering require ALMM and DCR?

MSEDCL net metering generally requires an ALMM List-I module, and DCR is required only where the scheme demands domestic content. ALMM List-I means the exact module model number is on the MNRE approved list. DCR means the module and its cells are made in India, proven by a DCR certificate.

These two rules are separate. A module can be on List-I and still not be DCR. For a plain MSEDCL net-metered job with no subsidy, List-I is usually enough. For a PM Surya Ghar subsidy job, you also need a DCR module. Always confirm the current rule on the live MNRE order and the latest MSEDCL circular, because both can change.

Why ALMM matters even without a subsidy

Net metering is a government-linked connection, so MSEDCL can ask for an ALMM List-I module even when no subsidy is involved. If your module is not on List-I, MSEDCL can refuse the net-metering meter. Check the model number — not just the brand — against the live list before you order the BOM.

What does MERC require for rooftop solar?

MERC sets the net-metering regulations that MSEDCL applies across Maharashtra. MERC rules cover the metering arrangement, the capacity limit on a connection, the settlement of exported units, and any charges. MSEDCL implements these rules on the ground through its online portal and field inspection.

MERC updates its regulations by amendment, sometimes more than once a year. So the cap, the settlement method and the eligible categories you used last year may have changed. Read the current MERC net-metering regulation before you size a system or promise a customer a particular net-metering arrangement. Treat any figure below as point-in-time.

Which Maharashtra jobs need a DCR module?

In Maharashtra, DCR modules are needed mainly for PM Surya Ghar residential subsidy jobs, where domestic content is a scheme condition. Many MSEDCL net-metered C&I and open-access jobs accept non-DCR ALMM modules, which are often cheaper and easier to source.

The matrix below shows how DCR and ALMM List-I apply across common Maharashtra job types. Use it to plan the BOM, but verify each row against the live MNRE order and the current MSEDCL circular, because these rules move.

PM Surya Ghar residential (subsidy)
DCR: Yes — DCR module
List-I: Yes — List-I
Subsidy needs domestic content. Verify DCR rule on the live MNRE order.
MSEDCL net-metered C&I (no subsidy)
DCR: Usually no
List-I: Yes — List-I
List-I still needed for net metering. Verify the current MSEDCL circular.
Open access / behind-the-meter
DCR: No
List-I: Often no
Depends on the route and any tender terms. Confirm with MERC and the buyer.
Non-subsidised private / off-grid
DCR: No
List-I: Often no
No subsidy and no net metering means fewer list rules. Verify per project.

How does MSEDCL check the ALMM serial at inspection?

MSEDCL can match the module serial or QR code on the roof against the ALMM List-I entry and your invoice during the net-metering inspection. ALMM modules carry RFID or QR plus a serial number that ties back to the approved model. The inspector can read it on site.

If the installed model is not on List-I, or the serial does not match your paperwork, MSEDCL can hold the net-metering approval. So the module you order, the module you install and the module on your invoice must all be the same approved model. For subsidy jobs, keep the DCR certificate ready too.

Keep a clean paper trail per job

Record the model number, serials, invoice and DCR certificate for every Maharashtra job. If a query comes back from MSEDCL, you want the proof in one place, not scattered across emails. A mismatch found at inspection is far more expensive than a check at the purchase order stage.

What capacity caps apply in Maharashtra?

Capacity caps for net metering in Maharashtra are set by MERC and applied by MSEDCL, and they change by amendment — so you must verify against the current MERC regulation. Caps can depend on the consumer category, the sanctioned load and the distribution transformer capacity at the site.

We are not stating a fixed number here because a wrong figure would mislead you. Before you size a system, read the live MERC net-metering regulation and confirm the cap for that consumer category and that transformer. If a job is near the cap, MSEDCL may require a load study or a different arrangement. Confirm with the local MSEDCL section office.

Is there a Maharashtra state subsidy on top of PM Surya Ghar?

Any Maharashtra state subsidy on top of PM Surya Ghar would change independently of MNRE, so treat it as point-in-time and verify against the current MSEDCL circular and the Maharashtra government order. State top-ups come and go, and their slabs and conditions can differ from the central subsidy.

Do not quote a state top-up to a customer from memory. Check the live order for the amount, the eligible system size, and whether it carries its own DCR or ALMM conditions. A state subsidy can tie payment to a DCR module even when the central rule would have allowed a non-DCR one, so read the fine print before you promise a number.

How does net metering approval interact with ALMM?

Net-metering approval and ALMM are linked, because MSEDCL can check the ALMM model and serial as a condition of granting the net meter. So your ALMM choice is not a back-office detail — it sits on the critical path to a working connection and the customer being able to export power.

The flow runs roughly like this: register and apply on the MSEDCL portal, get the technical feasibility, install with an approved module, then pass inspection and meter installation. If the module fails the ALMM or DCR check at inspection, the whole flow stalls. Our guide on net metering stuck over ALMM/DCR covers how to recover a held application. For the wider DISCOM view, see ALMM, net metering and your DISCOM.

Plan the BOM around the approval, not the other way round

Pick the module model to clear the MSEDCL and MNRE checks first, then build the quote around it. For the broader Maharashtra net-metering picture, including settlement and charges, see the net-metering hub page on MSEDCL net metering in Maharashtra.

What documents does MSEDCL want?

For an MSEDCL net-metering job you typically need proof of identity and ownership, the sanctioned load details, the system design, the ALMM module proof, the invoice, and the DCR certificate for subsidy jobs. The exact list lives on the MSEDCL portal and can change, so confirm it before you apply.

  • Consumer details — MSEDCL consumer number, identity and ownership proof.
  • Load and design — sanctioned load, single-line diagram and system size.
  • ALMM proof — module model on List-I, serials and the supplier invoice.
  • DCR certificate — for PM Surya Ghar and any state-subsidy jobs that require it.
  • Installer details — your firm and any empanelment or licence MSEDCL asks for.

Keep these ready before you apply. A missing serial or an expired document is a common reason an MSEDCL application is sent back, which delays the customer and your payment.

Common Maharashtra compliance mistakes

Most MSEDCL rejections come from a few repeat mistakes. Avoid these and your Maharashtra jobs move faster.

  • Brand on the list, model not — ALMM is per model number, so check the exact model.
  • Non-DCR module on a subsidy job — PM Surya Ghar needs DCR; confirm the live rule.
  • Stale capacity assumption — MERC caps change; verify the current regulation.
  • Serial mismatch at inspection — the installed module must match the invoice.
  • Assuming a state top-up exists — verify any Maharashtra subsidy on the live order.
  • Ignoring the List-II cell timeline — confirm whether the ~Jun 2026 mandate was deferred.

On that last point: the ALMM List-II cell mandate, expected around June 2026, has faced deferment requests and court cases. Confirm whether MNRE deferred it in the latest order, status as of 20 June 2026, before you commit to cell sourcing. How SuryaHub helps Maharashtra EPCs

SuryaHub keeps your MSEDCL net-metering and DISCOM steps, your government workflows and your module procurement in one place, so an ALMM or DCR problem is caught before the BOM is ordered, not at inspection. You run each Maharashtra job from quote to net-metering approval with the right module model attached.

The government workflows module tracks the MSEDCL application, documents and approval stage per job. Procurement and inventory ties each purchase order to an approved ALMM model and stores the serials and DCR certificate, so the module you order is the module you can prove at inspection. SuryaHub is pre-revenue; the only real pilots are Suryantra Energy and RGESPL, and the figures here are scheme facts to verify, not guarantees.
